Vehicles Burglarized in FSR, Coincides with Suspicious Activity

Finesilver Ranch residents on Atwell Park, Edgecreek, and Sweetwood reported four vehicles were burglarized overnight 27 - 28 December.  There have been no reports of property loss or damage, and as yet, San Antonio Police have no record of the incidents.  Based on third party information, the only available as of this post, it appears none of the vehicles were locked and the burglars found nothing of value.

Possibly related, a Blue Armor Security officer reported four males walking from the park towards Cove Creek at about 1:00 am the same night.  Upon entering their green Honda, they avoided the officer, driving toward Chapelwood. The officer caught up to the Honda as it exited the gate.  He obtained the license plate number.

Residents who suspect their vehicle was entered illegally are urged to file a complaint with SAPD.  Victims of such crimes, burglaries -- whether property was taken or not, may file online or call 207-7273.  San Antonio Police say they cannot pursue a lead without a formal report.

Firefighters Respond to Spill at Exxon

San Antonio firefighters responded to a "flammable liquid spill" at the Exxon gas station, Bandera and Braun Rds, at about 7:15 this morning.  According to an SAFD website, one unit manned by four personnel responded.  There were no reports of injuries or property loss.

November 2009 Safety Committee Report

Graffiti Removed
A Safety Committee member noticed a graffiti tag on the park basketball goal post.  The city provided a can of spray paint specifically for the job.  Thank you, Patty, for taking time to cover the marking.

Residents may dial 311 to report grafitti on city public property; call Association Management Services, 829-7202, to report tags on FSR common areas.  Deter future tagging and continue to keep the neighborhood free of this blight.

Braun Road Improvements
The intersection of Braun and Finesilver may prove a little safer since the city added a stop stripe at the Finesilver Ranch exit.  Braun Rd improvements also include fresh center striping and signs alerting drivers to the Finesilver Dr intersection.

Cellular on Patrol
San Antonio PD's next Cellular on Patrol training sessions are Thursdays, 7 and 14 January, 6:00 - 10:00 pm at the Prue Substation.  Attendance both nights is required for certification.  A refresher course is scheduled for one four hour session, 18 February. 

The FSR COP welcomes additional volunteers to maintain a strong neighborhood watch program.  Call Association Management Services, 829-7202, for more information on joining the team.

Blue Armor Patrol Summary
On Friday evening, 13 November, a security patrol responded to a resident's report of a suspicious vehicle at the gate.  The officer searched the neighborhood but was unable to locate the vehicle or suspicious activity.

The community center men's room was found unlocked on 30 November.  The officer determined there was no vandalism and secured the door.

SAPD Responses
Police responded to eight calls for service to Finesilver Ranch during November, compared to 12 calls during November last year.  The monthly average for 2008 was 14 calls.

A theft of Nintendo equipment valued at $340 was reported on Atwell Park, and lost property was reported on Edgecreek.  There was also a telephone harassment complaint and two miscellaneous reports. 

A minor accident report was taken on Sweetwood, but it is not known if this is the actual location of the incident.  Finally, police responded to two burglar alarms, believed to be false.

There were no November police responses to the Greenbriar neighborhood near Nichols ES.

Greenbriar, with about 1/4 the number of homes as Finesilver Ranch, is the closest gated community and presumably has similar demographics for crime reporting comparison.

Sex Offender Watch
No registered sex offenders reside in Finesilver Ranch as of this post.

SAFD Responses
There were no fire or EMS responses to FSR during November.

Commercial Operator to Pay for Damaged Pillar

The business whose vehicle struck the entry gate pillar will pay for the repair, acccording to Association Management Services.  A resident witnessed the 8 December incident and provided to AMS a phone number displayed on the vehicle.   

The pillar was also struck 8 November, 30 September, and
16 June.  The HOA Board is considering entry improvements.

Update: Man Possibly Poses as Police Officer

San Antonio police arrested a man who used a security company uniform to pose as a police officer, news outlets reported Friday and Saturday.  Police caught the man after a woman on the city's north side filed a harassment report with SAPD.  A second man is wanted.

KSAT12 video shows the suspect in a uniform bearing a "DCS Security Services" patch.  DCS is a San Antonio company located on Nacogdoches near Wurzbach Parkway.  According to FOX29, the suspect was not a DCS employee at the time of the impersonation.

It is unknown whether either of these men were involved in the Finesilver Ranch incident.  But the Express News notes the woman filed the complaint last month, and police believe the two were involved in other impersonations.

Man Possibly Posing as Peace Officer at FSR Community Center

A Finesilver Ranch resident reported his teen aged grandson and the boy's three friends were confronted by a man who identified himself as a police officer at the FSR Community Center, 8 December at about 5:30 pm. According to a report taken by Blue Armor, FSR's contracted security service, the boys told the grandparent the officer "stopped and frisked" them for drugs. 

The grandparent called the SAPD Prue Substation to determine whether an officer had reported making contact with juveniles in the neighborhood.  However, the response was inconclusive due to the number of officers whose units work city-wide out of substations other than Prue.

During the same patrol period, the Blue Armor officer was notified by another resident of an unnamed security company observed patrolling the neighborhood earlier that day. The resident wondered if the HOA had switched to a new company:  FSR has not. 

Yet another resident saw earlier this week a dark blue sedan sporting a red stripe parked at the community center.  These markings do not match Blue Armor's white with red stripes and blue lettering.  On this occasion, the resident noted an apparent security officer talking with teen aged boys.  The timeline of this event has yet to be correlated with the 8 December incidents.

Blue Armor and FSR Safety are attempting to confirm whether SAPD has a record of any officer contacting children at Finesilver Ranch on 8 December. This may include a check of other area law enforcement agencies as well.  Further, the committee is attempting to determine a description of the "officer" and is seeking further information on the unauthorized security patrols observed in the neighborhood.

Call Association Management Services, 829-7202, if any other security presence is noted in FSR. Call 911 to report any suspicious activity observed in progress, or having just occurred.

Crash Near Guilbeau and Tezel Kills Teenager

A teen driving at high speed Thursday afternoon on Guilbeau lost control of his Crown Victoria and crashed into the backyard fence of a home on Rugged Ridge, according to an Express News report.  Police say he died at the scene.  No others were injured.

SAPD Offers Shopping Safety Tips

News4 recently broadcast a segment on shopping safety during the Christmas rush.  An SAPD official recommends:
  • Guard against carelessness, it's easy to become distracted while power shopping
  • Don't leave items in plain view, cover with a jacket or blanket
  • Park in well-lit areas, and, if possible, near the store front
  • Don't carry large amounts of cash
FSR Safety adds:  Don't store recent purchases in your car.  Bring them inside the house right away to avoid a vehicle burglary.

Area Apartment Dwellers Report Vehicle Burglaries

Eleven vehicle burglaries were reported at the Silver Rock and Bandera Crossing apartments near Bandera Rd and Camino Villa between 2 and 16 October, according to SAPD call logs. Five break-ins were reported at Bandera Crossing on Friday, 2 October alone, and another three were noted at Silver Rock, Monday, 5 October. Though gated access is featured at both complexes, burglars were not deterred.

Residents of gated communities like Finesilver Ranch are not immune to vehicle burglaries either. Thieves last struck the neighborhood June 2009 when at least six autos were broken into. These crimes are pervasive in San Antonio and, based on historical patterns, burglars will likely return to FSR during the months ahead.

The best way to prevent a vehicle burglary is to park in a secured garage. When this is not practical, remove valuables, or, if these must remain in the vehicle, hide them from view.

Incidentally, our own Cellular on Patrol volunteers notice many dark spots in the neighborhood. Residents are urged to keep their porch and coach lights on. Though lighting has not deterred criminals in all FSR cases, a well-lit area will aid witnesses to crimes in progress, assist first responders regardless of the nature of an emergency, and offer a sense of well-being in the dark of night.

October 2009 Safety Committee Report

National Night Out a Popular Success
Thanks to the combined efforts of Safety, Welcome, and Social Committee members, NNO 2009 held October 6 was well-attended. San Antonio FD rolled an engine to many of the 11 block parties and Blue Armor Security cruised the neighborhood for much of the evening. FSR Cellular on Patrol made a pitch for more volunteers, though there were no new additions to the team.

It was a great night to make a point about looking out for each other in a stand against crime. Thank you to all FSR residents who came out, especially the host families who opened their driveways and sidewalks to their neighbors.

Use Caution Entering/ Exiting FSR
An engaging topic during NNO was the number of crashes at the neighborhood entrance. Whether dodging a wreck at the intersection of Braun and Finesilver or testing patience at the gates, entering and exiting the neighborhood requires full attention behind the wheel.

Previous research informs it is unlikely a signal will be installed at the intersection. As for the gates and stone column...Watch out! There are gates and a stone column in the middle of the road.

Halloween Passes; No Mischief Reported
Cellular on Patrol members stood the gate to welcome visiting trick-or-treaters and Blue Armor patrolled FSR shortly before and after the official treating hours. There was nothing significant to report.

Blue Armor Patrol Summary
On Tuesday, 6 October Blue Armor received complaints of a blue Ford Eclipse speeding and running stop signs. The officer was unable to locate the vehicle.

On Wednesday, 7 October at about 6:00 pm, a security officer came upon two Hispanic males, aged approximately 15-17, smoking pot on a park bench. The teens ran into the woods before the officer could make contact.

Blue Armor also ticketed a suspected abandoned vehicle on Bakerswood, 8 and 9 October.

There were six burglar alarms, four disturbances (two at the same location, 11 October) and five miscellaneous reports, including a case of credit card abuse. COP to Encourage Safety Halloween Night

Cellular on Patrol volunteers will man the gate and patrol Finesilver streets Halloween night to promote safety and discourage overzealous pranksters. Members will monitor the gate Saturday evening from 6:30 to 8:30 to ensure free traffic flow and to welcome visitors.

Finesilver Ranch will observe trick-or-treating during this same period. Residents are encouraged to signal their interest in participating with a lit porch light or other invitation following the "spirit" of the night.

Pedestrian Killed at Cabo Grille on Guilbeau

A man standing in the parking lot of the Cabo Grille near Guilbeau and Bandera Roads was killed by a hit and run driver early Sunday morning, 18 October.

According to the Express News, the driver of a red Suburban was exiting the parking lot "quickly" following an argument with others when he struck the victim and his brother. The brother did not require medical attention.

September 2009 Safety Committee Report

Driver Damages Edgecreek Property
On 3 September, a homeowner on Edgecreek reported a vehicle had left the road and "bumped" into his house. Photos revealed extensive damage to the lawn and shrubbery.

SAPD took a report. The driver returned to the scene several hours later to offer restitution.

Gate Pillar Struck
On 30 September a lawn service contractor struck the stone pillar separating the entry gates. Gate video recorded the hit & run. Association Management Services contacted the owner who is debating compensation.

According to Safety Committee records, the gate was struck seven times over the past two years, including the latest incident 11 October. On three occasions the stone pillar was damaged.

Some residents wonder if a new traffic pattern or gate operation is needed; the FSR HOA Board is investigating the need/cost/benefit.

Cellular on Patrol
Volunteers conducted routine patrols on a weekly basis. There was nothing significant to report.

Slick Road Contributes to Gate Crash

The driver of a Toyota Corolla informed Association Management Services today that he struck the gate after 7:00 last night, 11 October. The car hydroplaned on the rain-slick street, and he was unable to stop.

The man initiated a claim with his insurance company; AMS will monitor progress toward payment.

A gate technician continued repair work today. A completion date is unknown.

Wreck at Braun & Finesilver; One Car Disabled


A crash at Braun and Finesilver left one car with heavy front end damage early Sunday afternoon. At least one other vehicle was involved, but further details are not known as of this post. Police closed one lane of Bruan Rd in each direction in front of the entrance to Finesilver Ranch from about 1:00 to 2:00 pm.

The wreck was dispatched by SAPD as a "Major Accident", which typically indicates injuries. However, a passerby reported no obvious injuries were observed. It is unknown whether an FSR resident was involved.

This is the third accident at the intersection this year; five were reported there last year.

Lawn Contractor Smashes Gate Pillar

Gate cameras recorded a vehicle operated by a lawn service employee strike the entry gate pillar shortly after 11:00 this morning. Residents reported the damage and Association Management Services dispatched gate maintenance to clean up the masonry. Despite destruction of the pillar, the gates are operable.

This evening's review of the video revealed the company name and license plate number on the vehicle. As of yet, there has been no admission of responsibility. The HOA Board and AMS will take steps to recover damages.

Braun Station Couple Deals With Dog Attack

A Braun Station couple whose three Boston terriers fell victim to two stray pit bull mixes was distributing fliers to warn neighbors, according to a KENS5 report Sunday, 27 September.

The owners of the strays were contacted and will "help pay for the vet bills."

The report implies the city's Animal Control Services will "distribute their own flyer containing pit bull facts to help ease fears in the neighborhood."

Attempted Child Abduction Reported in Braun Point

News4 WOAI reported a "near-kidnapping" last night in Braun Point. An eight year old child walking home from his neighborhood school bus stop near 1604 and Braun yesterday was approached by a man in a silver Toyota. According to the report, the man offered a ride and other enticements. The child's family filed a police report.

Incidentally, last Friday afternoon, 18 September, a man driving a black convertible addressed a 12 year old boy outside his Finesilver Ranch home, asking his availability for yard work. The incident turned suspicious when the man sped off upon seeing an adult exit the house.

At Braun Point, the eight year old, recalling a "stranger danger" lesson, knew to refuse the man's offer. This a good time to remind your children of these basic safety tips.

Woman Falls into Ravine at OP Schnabel Park

A woman escaped serious injury after falling into a ravine at OP Schnabel Park Thursday evening. About 30 firefighters were on scene for nearly an hour to conduct the rescue. See the story at KENS5.

Dogs Attacked

Two dachshunds walked by their owner on Atwell Park were attacked by an unrestrained dog, 7 September. A neighbor assisted in breaking up the fight, but the dachshunds still required medical attention. This is the second dog vs. dog attack this year.

August 2009 Safety Committee Report

National Night Out on Crime Preparations Underway
FSR Safety is joined by members of the Welcome and Social Committees for National Night Out (NNO) festivities to take place Tuesday, 6 October. Block parties are scheduled 7:00 - 10:00 pm.

According to the National Association of Town Watch, "NNO has proven to be an effective, inexpensive and enjoyable program to promote neighborhood spirit and police-community partnerships..." The hope is the "benefits [Finesilver Ranch] will derive from NNO will...extend well beyond the one night."

Houses "Rolled"
An anonymous comment on the Safety Committee Blog indicated two young men had littered yards with toilet paper and committed other mischief and vandalism in Finesilver Ranch, early Saturday, 22 August. Apparently the complainant witnessed the act of "rolling," though no locations were provided in the post. A COP volunteer conducted a drive through the neighborhood the following day but saw no evidence of mischief.

Subsequently, a monthly review of police records revealed an officer was indeed dispatched to a "criminal mischief" incident on Willow Heights shortly after midnight, 22 August. The officer reported the complainant caught two people applying toilet paper to his car. The subjects were followed to another FSR residence and were later contacted there by police. The pair admitted responsibility and were left with their parents to clean up the mess they had made in the neighborhood. According to the police report, no property damage was evident.

The ages of the subjects in this case were not confirmed, but the incident presents an opportunity to remind parents: Ensure children under 17 are home by 11:00 pm in accordance with the City of San Antonio curfew.

Suspicious House Calls
Two residents, one on Ferris Branch, another on Cove Creek, reported their doorbells were rung around 3:30 am 10 August. The intentions of the "visitor(s)" are unknown, with one family concerned of stalking and the other wondering if the incident was prelude to a break in. A white four door Honda was observed departing one of the residences. SAPD was called and a report filed. Blue Armor increased vigilance the following few nights.

Similar incidents occurred last April. Use caution when unknown visitors are at your door.

Salesman Informed of Covenant Prohibiting Soliciting in FSR
During 28 August a solicitor promoted door-to-door meat sales from the bed of his Toyota pick-up. One resident refused the offer, advised the salesman of the covenant prohibiting soliciting in Finesilver Ranch, and requested a security patrol. A COP volunteer patrolled the neighborhood shortly thereafter to direct Blue Armor's response, but the solicitor had already departed FSR. Blue Armor was cancelled before arriving on scene.

Soliciting in the City of San Antonio is allowed by permit only. Experience informs that SAPD will remove solicitors when the purveyors use questionable sales tactics. Otherwise, some SAPD officers hesitate to interfere with door-to-door sales. In such cases, solicitors, whether holding permits or not, may be escorted from FSR by Blue Armor Security.

Cellular on Patrol
Volunteers provided "as needed" coverage and conducted routine patrols on a weekly basis. There was nothing significant to report except as noted elsewhere in this report.

Blue Armor Patrol Summary
On Sunday evening, 1 August, a resident complained of children driving a go-cart(s) recklessly on FSR streets. A security officer responded and talked to the children's parents; no further action was necessary.

At 2:55 am, Wednesday, 5 August, an officer noticed a vehicle near Edgecreek and Bedford Oaks whose two occupants behaved suspiciously as the patrol drove by. The officer approached the driver to learn the two were returning from a date.

A security officer observed a suspicious vehicle, also with two occupants, at the community center at 1:15 am, Thursday, 27 August. They left the area at the officer's request.

Finally, Blue Armor investigated a suspicious vehicle at Finesilver and Willow Heights, Sunday afternoon, 23 August. The vehicle is registered to an FSR resident, so no further action was taken.

SAPD Responses
Police responded to 19 calls for service to Finesilver Ranch. This is five calls above last year's monthly average and almost twice the number of calls compared to August 2008.

Significantly, one of seven burglar alarms was apparently activated by an actual burglar on Branwood, Monday afternoon, 31 August. The alarm was dispatched at 2:30 pm, and a burglary report was subsequently logged by SAPD at 3:46 pm at the same address. The Safety Cmte awaits details.

In other police activity, there were three criminal mischief calls (one being the house "rolling" incident), two disturbances (one of them the doorbell incident), three "miscellaneous" reports, and a complaint of telephone harassment. Possible Drunk Driver Damages Edgecreek Property

A black or navy blue Nissan truck "bumped" into a house on Edgecreek, marking brickwork and destroying plants and sod before the likely drunken driver sped away, around 2:00 am, 3 September. Two SAPD officers made the scene within about 15 minutes. Vehicle parts were retrieved from the porch and elsewhere as part of the investigation.

Back to School Traffic Safety

School starts for NISD students tomorrow. Be on the lookout for the several buses that will arrive in the neighborhood beginning at about 6:50 through 8:15 for morning pick-ups and then from about 3:10 to 4:45 for afternoon drop-offs.

School bus traffic laws and safety reminders, courtesy of Texas A&M:

  • Watch out for young pedestrians
  • Slow down where children congregate at bus stops
  • Be alert for late-arriving children
  • Stop when school bus stop sign is extended and flashing lights are activated
  • Do not proceed until the bus resumes motion, the bus driver signals to proceed, or visual signals are no longer actuated

July 2009 Safety Committee Report

Downed Stop Sign Posted
The stop sign at Canterview and Finesilver was knocked down 1-2 July and has since been re-posted.

Cellular on Patrol
Volunteers conducted weekly neighborhood watch patrols. No suspicious activity was observed; however, some grateful residents were reminded to close garage doors.

One patrol sighted a few teenagers jogging and walking well after the city's new curfew, 11:00 pm.

Blue Armor Patrol Summary
Security officers continued random daily patrols of FSR -- monitoring traffic, raising awareness to property vulnerabilities, and patrolling the park on foot. Overnight patrol coverage was increased in response to previously reported vehicle burglaries.

During July officers also cited vehicles for illegal parking and improper storage.

SAPD Responses
Police responded to 12 calls for service to FSR during July compared to 15 calls during July last year. The monthly average for 2008 was 14 responses.

Two vehicle burglaries were noted, one on Edgecreek and the other on Twinpost. The reports were taken 7 and 29 July respectively. No details are available as of this post.

There were five burglar alarms, two disturbances, and two "miscellaneous" calls. Also, a suspicious vehicle was reported on Ferris Creek at around 11:00 pm on 10 July.

Drought Increases Brush Fire Danger

San Antonio firefighters responded to a brush fire adjacent to the culvert at Braun Rd between Knighthood and Camino Villa, Monday, 10 August. No structures were threatened.

The incident alerts Finesilver Ranch residents to the increased danger of brush fires due to the severe drought conditions, which despite this evening's thunderstorms are forecast to persist at least through summer.

Homeowners whose properties abut the drainage easements should be especially alert to brush fire vulnerabilities. In response to fires elsewhere in the city earlier this year, Fire Chief Hood "stressed the need for fire safety and awareness, including cutting away brush from wooden fences and structures..."

Most easements surrounding FSR are maintained by the city. If you notice a fire danger, report it to city officials by dialing 311.

City Revises Youth Curfew

At around midnight last night, a Cellular on Patrol team noticed two young people walking along Finesilver Dr and another jogging on Sweetwood. The patrol did not stop the individuals, all of them females, but the observations prompted a check of the city curfew ordinance.

As it happens, the San Antonio City Council revised the youth curfew just last month. Under the old rules, the time youths were supposed to head home varied by day of the week. For instance, children were to be off the streets by midnight on Friday and Saturday nights.

Now, kids aged 10 to 16 years must be inside by 11:00 pm regardless of day of the week. The ordinance provides a graduated enforcement procedure for SAPD, depending upon the number of times a youth has broken curfew. The curfew doesn't apply when youths are accompanied by a parent or another adult approved by a parent.

In the interest of safety (see the suspicious vehicle incident reported in the June 2009 Safety Committee Report SAPD Responses) and to reduce the potential for property crimes, please ensure your children are off FSR streets by 11:00 pm.

News4: SA has Rampant Vehicle Burglary Problem

News4 WOAI TV reported last night there are over 12,000 vehicle burglaries in San Antonio this year. SAPD is responding with an undercover task force monitoring public parking lots. There have been over 100 arrests since June.

This is little consolation to FSR victims, and there was no distinction on the number of break-ins occurring in front of homes versus parking lots. A second story from WOAI quotes "expert" advice:
  • No matter where you park, even if it's your own driveway...never leave anything in plain sight in your vehicle.

June 2009 Safety Committee Report

Vehicle Burglaries
Police logs indicate five autos were burglarized in Finesilver Ranch between 2:00 and 4:00 am, 21 June. Considering anecdotal reporting, burglars may have struck as many as seven vehicles. All of the break-ins occurred on the south side of the neighborhood in front of homes on Atwell Park, Burnwood, Sweetwood, and Twinpost.

Items stolen range from professional sound equipment to portable electronics. The full extent of property damage/ loss and other details are unknown pending release of official reports.

One family reported the burglars opened a garage door at about 3:00 am using a remote that was stowed in a vehicle parked outside. The homeowner's dogs deterred the burglars from entering the garage or other parts of the home. The thieves departed before a description or other details could be obtained.

A review of gate video during the 2:00 - 4:00 am time frame was inconclusive. On this particular night, Blue Armor Security and FSR's Cellular on Patrol neighborhood watch team did not conduct patrols during this time period.

The best advice to protect against vehicle burglaries comes from an official SAPD slogan: "Leave it, Lose it." See previous posts for additional information on vehicle burglaries in FSR.

Truck Damages Gate Stonework
The driver of a moving van clipped the stone pillar at the gate on 16 June. Despite video which clearly captures the hit and run, company officials continue to ignore the board's request for restitution. The board is pressing charges.

Solicitors Return
An Aquafuzion water purification system salesperson conducted door-to-door solicitations 26 June. Using tactics similar to those used last April, the solicitor falsely claimed to be conducting water tests on behalf of local utility companies in order to gain confidence in the product.

Please report solicitors to SAPD (207-7273) and Association Management Services (829-7202). AMS will request a Blue Armor Security response to remove them from the neighborhood.

Cellular on Patrol
Volunteers conducted weekly neighborhood watch patrols. No suspicious activity was observed; however some grateful residents were reminded to close garage doors.

Blue Armor Patrol Summary
Security officers continued random daily patrols of FSR -- monitoring traffic, raising awareness to property vulnerabilities, and patrolling the park on foot.

Officers monitored traffic flow at the conclusion of the FSR Torpedo Swim Team's final home meet, 16 June. This was in response to a neighbor's valid concern that the rush of traffic associated with about 200 swimmers presented a hazard.

SAPD Responses
Police responded to 18 calls for service to FSR during June compared to 13 calls during June last year. The monthly average for 2008 was 14 responses. The above average responses reflect the vehicle burglaries, with at least five reported to SAPD. Incidentally, another resident reported a vehicle break-in while parked at an apartment complex on Babcock Rd.

Also recorded by SAPD during June were two minor accidents, one on Burnwood and another at Finesilver and Braun Rds, plus the gate hit & run. There were six alarm calls, one call marked "miscellaneous," and a mistaken 911 call.

Finally, a suspicious vehicle on Cove Creek prompted a call to police. At about 11:30 pm, Saturday, 25 June, a teen aged male was approached by an adult male driving a dark colored SUV who offered a ride. SAPD took a report and the Safety Committee later reviewed gate video, to no avail.

SAPD logged four calls to the Greenbriar neighborhood near Nichols ES. Residents there reported a home burglary and an unrelated vehicle burglary occurring on 15 and 25 June respectively. There were also a disturbance and a suspicious vehicle.

The tally of vehicles burglarized in FSR overnight 20-21 June is now six according to homeowner accounts. Victims reside on Atwell Park (2), Burnwood (1), Sweetwood (2), and Twinpost (1). So far all incidents occurred on the south side of the neighborhood.

Vehicles Burglarized in FSR

At least three vehicles were burglarized in Finesilver Ranch between 11:00 pm last night and 7:00 am today. The vehicles were parked on Burnwood, Sweetwood, and Twinpost. Victims reported an XM Radio receiver, credit card, and other items stolen.

SAPD, Blue Armor, and FSR Cellular on Patrol were notified.

FSR averages one rash of vehicle break-ins per year. This is the first summer occurrence and the first time burglaries happened overnight on a Saturday.

Panel Truck Clips Gate Stonework, Runs

Gate camera video revealed a large panel truck struck the cap of the gate stonework while entering Finesilver Ranch, at about 11:35 Tuesday morning, 16 June. Gate operations were not effected.


No claims for responsibility were made, though two men believed to be associated with the damage were observed on the film clearing debris from the road about 20 minutes after the incident.

Fortunately, video quality was sufficient to read the license plate number, and markings on the truck led to identification of the company involved. A police report was filed while the HOA Board and Association Management Services are taking steps to recover the cost for repair.

Crashes at Braun & Finesilver Off Last Year's High

The San Antonio PD's Real Time Traffic page and the Texas Department of Transportation's Transguide reported a minor collision at Braun Rd and Finesilver Friday afternoon, June 12. No details are available.

This is the first known crash at the intersection since two reported there during October 2008. See the October 2008 Safety Committee Report for details on those incidents which culminated a record year.

Collisions here have quieted since last year: 2008 saw a total of five crashes and this is the first known to occur in 2009. Finesilver drivers are cautioned to become attuned to summer traffic patterns to avoid last year's trend.

May 2009 Safety Committee Report

Pool Vandalism Prompts Park Patrols
Three or four unidentified young males are suspected of throwing poolside items, a picnic table, and rocks into the pool on Friday, 15 May. A resident observed the teens at the play scape at around 9:45 pm noting all was in order at that time. Later, at about 10:30 pm, the same resident noticed the pool area was in disarray. Blue Armor Security has since instituted a nighttime park patrol.

The month of May is typically a mischievous time in and around the pool and park, but, like last year, a security officer's presence is expected to have a calming effect. The board also approved a $600 expenditure to investigate the installation of cameras and improved security lighting at the pool and community center for after hours coverage.

Gate Video Captures Another Hit & Run
Though not as dramatic as previous gate collisions, cameras revealed the cause for defective visitor gate operation, noticed Saturday, 16 May. A review of the video showed a vehicle struck the gate the day before. The registered owner was contacted for compensation of the repair bill.

Reflectors Mark Braun Rd Intersection
Thank you to neighborhood volunteers who added reflectors to mark the intersection of Finesilver and Braun Rds. These precede a decorative lighting upgrade of the "Finesilver Ranch" stonework, which, in addition to improved aesthetics, will assist drivers identify the intersection while approaching the neighborhood at night.

Cellular on Patrol
Patrols this month again notified homeowners of open garage doors. The pool vandalism was also reported to the FSR Safety Committee during one of five COP patrols conducted during May.

During May 2009 SAPD recorded two suspicious persons, one on Atwell Park at 1:05 am, 3 May and another at Finesilver and Braun, 3:38 am, 16 May. There were six burglar alarm responses and four miscellaneous reports taken. An officer was dispatched to a burglary on Edgecreek, though apparently no formal report was taken. Finally, a Bedford Oaks resident reported a traffic violation.

SAFD Releases Response Times, FSR Well-Placed

A News 4 WOAI report on San Antonio Fire Department emergency response times prompted a review of the department's expediency in answering Finesilver Ranch calls.

The department's overall response time city-wide is six minutes, and for units responding to FSR, residents also see the first fire engine on scene in about six minutes, according to SAFD reports. Coincidentally, the National Fire Protection Association (NFPA) recommends the first responding unit should make the scene of an emergency within six minutes.

Response times are normally figured through an aggregation of the time it takes a citizen to access 911; the time for the 911 center to take the information, assign, and dispatch the call; and the time it takes for firefighters to turnout and travel to the location of the emergency.

Finesilver Ranch's "first due" engine is dispatched from Station 49 near Mystic Park and Bandera Rds. Apparatus from Station 41 near Tezel and Mainland also respond to FSR for more serious incidents such as house fires.


According to SAFD data provided to WOAI, Station 49's average response time to all calls in their first due area is seven minutes, thirty seconds; Station 41's is nine seconds slower. The FSR Safety Committee learned from an SAFD report that Engine 49's response time to a fire on Sweetwood last month was about six minutes.

Although responses to locations elsewhere in 49's district vary, Finesilver Ranch properties are well-situated for fire protection. Indeed, Stations 49 and 41 are nearly equidistant. Should Station 49 crews be occupied on another call, Station 41's response is presumed to be about the same. Further, the proximity of Station 41, serving as back-up to FSR's primary response station for structure fires, places first due and subsequent apparatus needed for full alarms on scene within the NFPA goal of eight minutes.

WOAI reported gated communities account for delays of up to an additional one minute, 30 seconds. To ensure closed FSR gates introduce as little delay as possible, first responders access the neighborhood by emergency key at the entry pedestal.

Firefighters are well-acquainted with the neighborhood streets as they regularly participate in FSR community activities. The Safety Committee and other neighborhood groups will continue to invite first responders to Finesilver Ranch as appropriate and as emergency calls allow. The gesture is good for community relations, encourages familiarity with neighborhood streets, and should ultimately improve response times.

Use of Air Guns Prohibited in San Antonio

FSR Board Members and other residents periodically observe youths engaging in paint ball battles in and around the park and surrounding easements. As fun as these war games may be, they also present a hazard to residents and property, not to mention the "gunmen" themselves.

A similar incident was recorded last January, and the applicable code restricting the use of air and spring loaded weapons was highlighted in the April 2008 Safety Committee Report, also as a result of improper use by youths in FSR.

Bentwood View Man Arrested on Drug Warrants

According to SAPD, the subject of Wednesday's Drug Enforcement Agency raid was a man living with relatives on Bentwood View. Reportedly a member of a Mexican gang with Southwest US affiliates, the man was arrested on five federal drug warrants and a parole violation. No drugs were found on the property, but agents confiscated an assault rifle and handguns owned by the subject.

SAPD assisted in the apprehension. Police say the strong show of force was typical for serving such warrants. The man remains in federal custody.

DEA Agents, SA Police Raid Bentwood View Home

According to resident reports, the Drug Enforcement Agency and San Antonio PD raided a home on Bentwood View around 7:15 am Wednesday morning, 13 May.

Residents Reminded of Dog Owner Responsibilities

On 21 April a dog escaped from a yard on Cove Creek and attacked and injured another as it was walked by its owner near Cove Creek and Chapelwood. The owner of the leashed dog was assisted by nearby residents who separated the animals. The escaped dog was later secured by its owner. The injured dog was treated by a vet and is recovering at home. SAPD referred the case to San Antonio Animal Control officials.

The incident presents an opportunity to remind Finesilver Ranch dog owners of their obligations to control their animals in accordance with City of San Antonio code.

According to Article VII, Sec. 5-150: "The owner or keeper of any animal in the city is responsible for the behavior and conduct of that animal at all times..."

Further,
  • The owner or keeper shall keep the animal (except cats) restrained at all times and insure that the animal (except cats) does not roam or run at large at will [and] the owner or keeper shall prevent his animal from biting or injuring without provocation, any animal or person.

The code also distinguishes nuisance from vicious and dangerous behaviours, provides complaint procedures, and notes dog owner rights should their animal be impounded.

April 2009 Safety Committee Report

Vandalism Noted In and Around FSR Greenbelts and Culverts
On 8 April an Edgecreek resident bordering the easement there observed juvenile skateboarders throwing rocks at her house and dog.

Also during April, another resident reported graffiti on the west side of the bridge near Finesilver and Cove Creek. It was not distinctive and appeared to be juvenile in nature. Regardless, photographs were taken and the City of San Antonio promptly covered the markings.

More graffiti, though unrelated to that above, was spotted at five locations along the fence line bordering the easement behind Ferris Creek and Willow Heights. Gang associations were not apparent, but all the markings consisted of the word "Kupes" and the apparent initials "WB." The graffiti was photographed for SAPD and Northside ISD PD assessments. COP members removed the tags.

Residents along the easements should check fences periodically for graffiti and other evidence of vandalism or misbehaviour. Quick eradication is the best defense against taggers. When vandalism of any type is observed in progress, call 911. Otherwise call Association Management Services (829-7202) to report incidents and, as warranted, SAPD (207-7273).

Be Alert at Braun and Finesilver Intersection
The number of vehicle accidents at Braun and Finesilver have dropped markedly, but the damaged stop sign discovered 14 April reminds drivers to remain alert at the intersection. An unknown vehicle struck the sign located outside the exit gate. The damage was minimal, and the sign was repaired by the end of the month.

Cellular on Patrol
COP volunteers conducted five patrols this month. There was nothing significant to report during the late night patrols, though some residents benefited by COP reminders of open garage doors.

Blue Armor Patrol Summary
Security officers were notified of a soliciting group active in FSR 9 April. The company first claimed to be affiliated with the San Antonio Water System, but through a resident's direct questioning, they were actually identified as a private firm selling water softeners. A report was filed with SAPD. See Solicitor Poses as SAWS Affiliate for details.

On 23 April at about 5:00 pm, Blue Armor responded to a resident's report of trespassing at the pool. Upon arrival, the trespassers were no longer in the area. Given a vehicle description, the officer patrolled the neighborhood and observed the pick-up truck associated with the trespassers depart Finesilver Ranch at high speed. The vehicle was correlated to gate video of the same pick-up truck entering FSR earlier that day via the open exit gate. Association Management Services is drafting a letter to the registered owner of the vehicle, a resident of Helotes.

On 4 April at about 9:00 pm an officer cited a habitual FSR traffic offender after witnessing the subject speeding and running stop signs on Finesilver Dr. According to resident reports, the vehicle is often observed driving carelessly in the neighborhood. A fine will be imposed in accordance with FSR HOA traffic-related covenants.

Hit & Run Driver Crashes, Burns at Bandera & Tezel

A car struck a pole and caught fire at Bandera and Tezel Rds. Sunday morning, 3 May. The driver was fleeing the scene of another crash at Braun Rd., sending a motorcyclist to the hospital in serious condition. According to press reports, the driver of the car was pulled from the burning auto by a passer-by but was not seriously injured. See the KSAT TV report.

San Antonio Notification System Operational

Monday's inclement weather triggered an alert from the San Antonio Notification System. Launched last month in conjunction with the San Antonio Flood Emergency (SAFE) System, the notifications "augment existing public warning systems by allowing City officials to notify citizens via a variety of devices, i.e. home phone, cell phone, email, fax, and text messages."

An email notification from the National Weather Service was forwarded by the system Monday afternoon as heavy rain crossed Bexar Co.

March 2009 Safety Committee Report

Gate Camera Upgrade Nets Hit & Run Driver
The improved gate cameras resulted in identifying the driver responsible for crashing the entry gate, Sunday, March 8. The driver's insurance covered the cost of repairs, just under $4200. Further upgrades are in progress and, so far, are within the $3900 budgeted. This single incident already justifies the HOA's investment.

Spring Break Brings Mischief
Overnight, Friday, 6 March the lifeguard stand was thrown into the pool and the Plexiglas counter top was smashed. Also, a resident on Brentcove reported his vehicle was egged during the same weekend. Blue Armor emphasized park patrols during the break; no other incidents were reported.

Cellular on Patrol
COP volunteers averaged two patrols a week this month. There was nothing significant to report. Two members also removed graffiti from the fence over the drainage culvert near Ferris Creek and Branwood. The graffiti was discovered previously by a third COP member.

Blue Armor Patrol Summary
Security officers performed follow-up investigations on traffic complaints resulting in letters to violators and the assessment of fines when necessary, in accordance with HOA covenants. They also conducted speed enforcement by radar on three occasions, though no violations were observed.

Officers also notified two homeowners of garage doors left open unintentionally. Several other garage doors were found open throughout the month, but officers were unable to make contact with residents.

SAPD Responses
Police responded to eight calls for service to FSR during March compared to 18 calls during March last year. The monthly average for 2008 was 14 responses.

The March 2009 dispatch log recorded an assault, two disturbances, and two unspecified miscellaneous calls. Also, a suspicious person was reported near Braun and Finesilver at about 1:00 pm, Monday, 9 March. And a burglary was reported on Bakerswood, 22 March, though no details are available. The hit and run at the gate, 8 March, was logged as criminal mischief.

There were no responses to the Greenbriar neighborhood near Nichols ES.

Greenbriar, with about 1/4 the number of homes of Finesilver Ranch is the closest gated community and, presumably, has similar demographics for crime reporting comparison purposes.

Sex Offender Watch
As of this post, no registered sex offenders live in Finesilver Ranch.

SAFD Responses
There were no SAFD responses to FSR during March.

Suspicious Activity on Sweetwood

During the late afternoon of Thursday, 9 April a resident reported an unidentified man wearing black pants and carrying "two round, shiny, sharp objects" was banging on the front door. The resident did not answer and the person departed. No further description is available.

A similar incident occurred at the same location, Friday, 3 April at 10:45 pm. SAPD responded to that case and warned the homeowner to be aware of this "classic home invasion technique." Apparently some unsuspecting folks respond to the urgent banging by opening the door without first verifying the person's identify, which allows the would-be intruder access. Police advise: Do not open the door to people you don't know, especially at night.

Police and crime prevention specialists recommend residents use outdoor lighting to deter nighttime criminal activity. According to electric utility experts, typical residential lighting will not strain the power grid, nor the pocketbook.

Details of the incidents were provided to Blue Armor for increased patrol emphasis; FSR's Cellular on Patrol volunteers will step up their patrols as well.

Solicitor Poses as SAWS Affiliate

Representatives of a Texas based company, Aquafuzion, conducted door-to-door sales in Finesilver Ranch Thursday evening, 9 April. According to one resident, sales people attempted to gain trust by stating the company was visiting the neighborhood in coordination with SAWS, the San Antonio Water System. Allegedly, SAWS had received several complaints and requested Aquafuzion test water quality on their behalf.

The resident doubted the veracity of the sales person and requested to speak with a manager. Contact with Aquafuzion's San Antonio office confirmed the company has no relationship with SAWS. At the urging of the resident, the sales crew leader collected the team of about four sales people who had deployed throughout FSR and departed the neighborhood in a silver, late model Jeep, possibly a Cherokee, TX plate, GPZ 728.

A report was filed with SAPD and, following the advice of the responding officer, the resident intends to file a complaint against Aquafuzion with the Attorney General.

Using experience as a guide, the solicitation team may return to FSR for two or three days consecutively to ensure total market saturation. Residents should refrain from engaging with door-to-door sales representatives. See this post for information detailing previous FSR soliciting incidents.

According to SAWS, customers are "urged to be on guard against individuals who may pose as our employees just to gain access to their homes." See their 1 April news release for SAWS protocols.

Blue Armor was provided the details of yesterday's case and will escort solicitors from the property should they return. If you're concerned about solicitors in FSR, call Association Management Services (829-7202) to request a security patrol response and SAPD (207-7273) if you wish to file a report. A call to SAPD is especially warranted if you're subject to strong arm or dishonest sales practices.

City Announces Flood Awareness Program

Last week San Antonio Emergency Management, Public Works Department, and City Council launched a new flood emergency awareness initiative. The San Antonio Flood Emergency (SAFE) System will "provide early notification during heavy rains and heighten public awareness on flooding."

Key to the program is the city's "coordinated flood preparedness website: http://www.safloodsafe.com/. The user-friendly website will provide valuable information such as weather forecasts; interactive maps including low water crossing and flood zones; and additional tools to create a more comprehensive understanding of flood safety." The screen print below is from the site's mapping feature. Six officially registerd low water crossings are nearby, including three in the vicinity of Braun and Leslie Rds, two on South Hausman Rd and another near Prue and Bandera Rds.

Please use caution when traveling these roads during and shortly after heavy rains. Also be alert to other low water crossings not identified here (i.e. the entrance to Braundera YMCA) and the potential hazards of our own washes.

Braun Rd Crash Results in Serious Injuries

The Express News reported a driver lost control of her speeding vehicle and crashed head-on into an oak tree along Braun Rd Monday afternoon. The crash occurred on Braun near Brevard. The driver was the sole occupant of the vehicle and was airlifted to University Hospital. See the News story for more details.

February 2009 Safety Committee Report

Cellular on Patrol
The COP conducted six patrols during February. There were no significant incidents to report.

Eighteen residents are certified to participate in Cellular on Patrol. The next training will be conducted by SAPD at the Prue Road Substation, Thursday nights, March 19 and 26, 6:00 - 10:00 pm. Call AMS for more information.

Blue Armor Patrol Summary
Officers performed a follow-up investigation of reckless driving complaints. Results were provided to Association Management Services; action is pending AMS and HOA Board review.

Blue Armor identified 26 garage doors open overnight during the month. This far exceeds previous months. Remember to check your doors before bedding down.

SAPD Responses
Police responded to 11 calls for service to FSR during February compared to 12 calls during February last year. The monthly average for 2008 was 14 responses.

For February 2009, dispatch logs indicate two cases of threats/harassment, a report of criminal mischief, a disturbance, and an identity theft. There were two suspicious vehicle reports; one at Ferris Creek on 7 February, another at Braun and Finesilver, 16 February.

Three miscellaneous cases were reported from the same residence, 13 and 14 February.

One vehicle burglary was reported 12 February on Ferris Branch; however, a police report was not recorded.

Interestingly, there were no burglar alarm calls. This is a first since the FSR Safety Committee began tracking police responses three years a go. Some months, such calls accounted for half of SAPD responses to FSR.

Residents of Greenbriar near Nichols ES reported an assault and a miscellaneous case.

Greenbriar, with about 1/4 the number of homes of Finesilver Ranch is the closest gated community and, presumably, has similar demographics for crime reporting comparison purposes.

Sex Offender Watch
As of this post, no registered sex offenders live in Finesilver Ranch.

SAFD Responses
There were no SAFD responses to FSR during February. First responders did answer a call, 17 February, to Braun and Old Tezel for a crash involving an NISD school bus transporting students to Nichols ES. Several FSR children aboard the bus were shaken up.

Mangy "Coyote" Roams NW Neighborhoods

The San Antonio Express News posted a story this past week about a "mange-covered coyote" roaming the neighborhood near Tezel and Silent Sunrise. Whether the animal pictured is in fact a coyote or some other canine remains to be seen, but the story reminds us that FSR residents should be aware of their options when dealing with wild animals and stray domestics. See FSR Safety's January post for animal control information.

Entry Gate Struck By Hit & Run Driver

At approximately 6:45 this morning, a driver repeatedly struck the gate to gain entry to Finesilver Ranch. Improved surveillance video capabilities led to identification of the driver responsible, and a report was filed with SAPD. The Association Management Services Gate Department was notified; repairs will be made as soon as possible. The HOA will pursue compensation for the damage.

January 2009 Safety Committee Report

Board Approves Camera Upgrades
During their January meeting, the Finesilver Ranch Board of Directors approved a $3900 upgrade to the cameras monitoring the gates. The budgeted expense brings new cameras, a new computer, and a supporting video card to improve image resolution at higher speeds. The existing cameras proved a worthy investment considering the successful recovery of repair costs resulting from hit and run drivers striking the gates and stone work. The upgrades will increase the success of determining the registration of hit and run vehicles.

An FSR Safety Committee member with expertise in this field is providing free labor. The existing equipment will be stored for possible future expansion at the FSR Community Center.

Pranksters Throw Tennis Balls at Passing Motorists
On at least two occasions during January, unidentified youths hiding in the drainage culvert at Finesilver Dr threw tennis balls striking passing vehicles. Both incidents occurred on weekend nights, around 8:00 pm. As of yet, no damage is reported, but horseplay with moving vehicles presents an obvious safety concern. Also, drivers say the experience is very disconcerting.

Security officers and Cellular on Patrol are monitoring the area.

Cellular on Patrol
The COP conducted four patrols this month finding an average of one open garage door per night. The patrols found very little activity in the neighborhood for the month of January. The volunteers recommend turning porch and coach lights on overnight to present a safer environment. Lighted house numbers also assist contracted security officers and city first responders in navigating the neighborhood.

A COP member discovered graffiti on a fence over the drainage easement near Branwood and Ferris Creek. The markings are on the greenbelt side and have been photographed for future reference. The Safety Committee is coordinating the clean up.

Incidentally, graffiti eradication supplies are provided by the city's Housing and Neighborhood Services office. Neighborhood youth may wish to contribute their time as part of a community service project. Unfortunately, some residents awaken to discover their doors inadvertently left open and are disappointed they were not contacted by Blue Armor. Officers will not knock on doors late at night; instead, they attempt to contact homeowners by phone using a list provided by Association Management Services. In some cases, contact is not possible due to unknown or outdated numbers. Please call AMS, 829-7202, to confirm or update your number.

A Blue Armor officer noted a vehicle speeding and running stop signs along Finesilver Dr soon after midnight, 12 January. The license plate was reported to AMS for follow-up action in accordance with FSR covenants.

For January 2009, dispatch logs indicate an assault occurred during a fight at the park. Other responses included a burglar alarm, criminal mischief, a disturbance, three miscellaneous reports, a prowler on Summer Bluff, a suspicious vehicle on Finesilver, and a theft which occurred at a business -- not on an FSR property.

Residents of Greenbriar near Nichols ES reported a disturbance and a suspicious person. The call volume for Greenbriar averaged 3 per month last year.
